Stand with your feet together, and measuring tape horizontal, measure at the widest part of your hips.
4.
Inseam
With the measuring tape vertically, measure from crotch to the bottom of your leg.

"Great jacket. Gortex best for heavy rain (not tested yet) and very good as wind break. It is not a warm jacket it is a top layer so attend to your warmth need with layers under.
