Chest: Measure around the fullest part of your chest, making sure to keep the tape under your arms and around your shoulder blades.

Waist: Measure around the smallest part of your waist (natural waistline).

Hips: Stand with your heels together and measure around the fullest part.

Is there a temperature rating for this jacket, e.g. warm up to 30 degrees F, etc.? It probably depends what you are wearing under it but say if you just have a t-shirt on with it?

So happy to have this jacket to throw on over almost anything. Dress it up or dress it down. I did however find that I needed to go a size down. I originally purchased a S (According to the measurements on line but found I was more of an XS) - There is still room within the jacket even for an XS. I could easily wear a thicker layer underneath which is great for layering purposes also if needed.
